India is pushing forward the development of multilingual, voice-first artificial intelligence systems to make governance more inclusive and public services accessible in citizens’ native languages. This initiative stems from a collaboration between the Digital India BHASHINI Division and NITI Aayog, formed under a statement of intent to integrate AI-powered language technologies across government platforms.

The partnership focuses on utilizing BHASHINI’s multilingual AI ecosystem to facilitate government communication and services through language translation APIs and reference applications. This approach aims to break language barriers by providing citizens with easier access to information and services in their preferred Indian languages, fostering a more citizen-centric delivery of public services.

Central to this cooperation is the enhancement of digital platforms, document management systems, and communication workflows with improved AI-driven language capabilities. The partnership builds upon NITI TARA, a toolkit that enables grassroots officials to leverage data for informed decision-making. NITI TARA has already conducted capacity-building sessions nationwide, empowering thousands of local officials.

Additionally, SMRITI (System for Meeting Recording, Information and Transcription Interface), developed jointly with BHASHINI, automates meeting documentation and supports multilingual translation, thereby improving operational efficiency and ensuring inclusive governance even at the local level. The collaboration also targets creating voice bots and specialized language technology tailored for specific sectors under NITI Aayog’s purview.

Through BHASHINI Sahayogi and the BhashaDaan platform, the initiative encourages both officials and citizens to contribute linguistic data—including text, audio, and video samples—to further refine AI models for accuracy and coverage of diverse Indian languages. This data-driven approach aims to continuously improve the translation models and broaden the reach of public services across language communities.
