Government contractors are navigating a challenging and unpredictable landscape as confidence in federal contracting has notably declined. According to the 10th annual GAUGE Report by Unanet and CohnReznick, nearly 60 percent of more than 1,200 industry professionals expressed reduced confidence in the market over the past year. At the same time, operational hurdles such as procurement slowdowns, contract uncertainty, regulatory shifts, inflation, and cybersecurity demands continue to pressure the sector.
While overall sentiment is down, the same survey reveals that top-performing contractors are accelerating their adoption of artificial intelligence and enhancing operational maturity. AI usage has reached its highest level since Unanet began tracking the technology, with 70 percent of respondents leveraging AI tools to improve business outcomes. These companies are also reinforcing disciplined business processes as a strategic response to the evolving environment.
The decline in optimism reflects a series of disruptive events that have unsettled what has historically been a stable sector, including prolonged government shutdowns and unexpected contract cancellations. These developments have contributed to a more cautious industry outlook, especially among firms with slimmer profit margins and lower contract win rates. In contrast, leading contractors maintain a more positive stance, channeling efforts into innovation and stricter operational control to position themselves for future opportunities.
