David Joel Herrera-Garcia, described by authorities as an illegal alien from Nicaragua, was arrested by the Green Bay Police Department and charged with two counts of attempted murder, two counts of aggravated assault, and armed burglary. Police allege that on April 20, Herrera-Garcia entered his ex-girlfriend's residence, beat her, and stabbed her with a machete. A man present at the residence was also allegedly attacked and stabbed during the same incident.
The ex-girlfriend sustained head injuries and lacerations to her neck and hands. The other man suffered stab wounds on his shoulder, forearm, and shin. The woman identified Herrera-Garcia as her attacker, leading to his arrest. Immigration and Customs Enforcement subsequently lodged a detainer against Herrera-Garcia with the Brown County Jail, requesting notification if he is released from custody.
According to Department of Homeland Security official Lauren Bis, Herrera-Garcia received a final deportation order in 2022 after failing to appear for immigration hearings. In early January 2025, while the Biden administration was still in office, ICE agents were directed to use prosecutorial discretion and declined to arrest Herrera-Garcia after he was stopped for driving without a license.
Bis responded to media coverage that referred to Herrera-Garcia as a "Green Bay man," stating that the characterization misrepresented his immigration status. "This is a criminal illegal alien from Nicaragua who barbarically attacked two people with a machete," Bis said. She added that under the previous administration's approach, ICE lodged an arrest detainer to prevent his release into the community.
