The European Union has reached a consensus to impose sanctions targeting Israeli settlers involved in violence in the West Bank as well as key leaders of Hamas. This move ended months of obstruction by Hungary’s former prime minister Viktor Orban’s government, marking a significant shift in EU policy towards the Israeli-Palestinian conflict.
The sanctions package includes measures against three Israeli settlers and four settler organizations. Despite these individuals and groups not yet being publicly named, EU foreign policy officials emphasized that the sanctions respond to extremist actions and violence against Palestinians in the occupied territories. The decision follows mounting pressure within the EU to address tensions that have escalated in recent years.
Hungary’s political change played a crucial role in overcoming the impasse. The appointment of a new Hungarian prime minister removed the veto that had stalled the sanctions for months. EU foreign policy chief stressed the necessity to break the deadlock and impose accountability for violent acts, while France’s foreign minister highlighted the urgent need to end the support for settler colonization of the West Bank, describing it as extremist and intolerable.
Israeli officials harshly criticized the EU decision. The Israeli foreign minister denounced the sanctions as politically motivated and arbitrary, reaffirming Israel’s stance that Jewish settlement in the West Bank is a legitimate right despite international law considerations. The national security minister condemned the EU as antisemitic and framed the sanctions as an attempt to undermine Israel’s defense. He vowed that settlement activities would continue unabated.
Alongside measures targeting settlers, the EU also sanctioned senior Hamas leaders. These individuals are linked to the group’s armed attacks, notably the October 2023 assault from Gaza, which resulted in significant Israeli casualties and hostages. The sanctions reflect the EU’s condemnation of violent extremism on both sides, underscoring consequences for those supporting or perpetrating violence.
