The United Nations Security Council has approved a one-year extension of the arms embargo and targeted sanctions on South Sudan, maintaining restrictions until May 31, 2027. The resolution preserves existing measures, including travel bans and asset freezes on individuals and entities tied to the ongoing conflict and instability.

Adopted with nine votes in favor and six abstentions, the resolution keeps the sanctions framework unchanged from the previous year. It also prolongs the mandate of the Panel of Experts, tasked with assisting the Sanctions Committee in monitoring compliance, until July 1, 2027. The panel’s work includes assessing adherence to the embargo and reporting on progress made by South Sudanese authorities.

The countries abstaining from the vote included African Security Council members—the Democratic Republic of the Congo, Liberia, and Somalia—as well as China, Pakistan, and Russia. No veto from the five permanent council members was recorded, meeting the necessary threshold for adoption. Drafted by the United States, the resolution confirms the council’s willingness to reconsider the sanctions depending on advances relating to previously established benchmarks.

Under the terms of the resolution, the UN Secretary-General must collaborate with the UN Mission in South Sudan and the Panel of Experts to submit an evaluation of progress on key benchmarks by April 15, 2027. South Sudanese authorities are also required to report on their efforts to the Sanctions Committee by the same date. These steps underline the council’s intention to monitor closely the country’s progress towards stability and governance improvements.

Originally established in March 2015, the UN sanctions regime targets armed conflict actors through a comprehensive arms embargo combined with financial and travel restrictions. The Security Council expressed readiness to adjust the sanctions regime if the situation evolves, including options to modify, suspend, lift, or strengthen measures as needed in response to developments on the ground.
